Ten Measures for Ensuring Residents' Employment, Basic People's Livelihood and Market Main Body
In order to thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council, comprehensively implement the tasks of "six stability" and "six guarantees", further solve the outstanding difficulties and problems currently facing, solidly promote the work of "ensuring the employment of residents, basic livelihood, and market subjects", and now promote the development of market subjects such as self-employed, small and micro enterprises and increase employment opportunities, On the basis of a series of policies and measures already issued in the early stage, the following measures are formulated.
1、 Increase tax exemption. On the basis of fully implementing the national tax and fee reduction policies, and within the local authority, from the date of document release to December 31, 2020, individual businesses and small and micro enterprises will be exempted from all taxes. 2、 Extend rent relief. For self-employed industrial and commercial households and small and micro enterprises that rent state-owned assets for business purposes, on the basis of implementing the preferential policies of reducing or halving rent collection that have been issued, the period of halving rent collection will be extended to December 31, 2020. For taxpayers in the six industries of transportation, catering, accommodation, tourism, exhibition and film screening who rent other business houses, the owners (landlords) are encouraged to halve the rent before December 31, 2020, and the local finance department will give subsidies or reduce or exempt the relevant taxes of the owners (landlords) according to regulations. 3、 Support the development of night economy and other distinctive business modes. Before June 15, 2020, each county (city, district) shall formulate a negative list of the areas and periods of stall operation and publish it to the public. On the premise of strictly performing the epidemic prevention and control and environmental health responsibilities, not affecting the normal passage of pedestrians and vehicles, not affecting the normal life of residents, not building buildings against rules and regulations on the street, and maintaining the normal state of the traffic arteries, fire passages, and green areas, temporary street stalls are allowed to operate, temporary street stores are allowed to cross the door for operation, and mobile traders are allowed to sell. The market management and city management departments shall timely carry out on-site disposal of problems arising from outdoor operations of stall owners, and implement prudent and inclusive supervision. For stall operation conducted according to law, the business license is exempted, and the relevant government departments do not charge any fees. 4、 Implement social insurance subsidies. For those who pay social insurance for employees who are in difficulty of flexible employment through night economy, small shop economy, etc., and college graduates who have not been employed within 2 years after leaving school, social insurance subsidies not exceeding 2/3 of the actual payment will be given. Among them, the subsidy period for those with difficulties in employment shall not exceed 3 years at most, and the subsidy period for college graduates who have not been employed within 2 years after leaving school shall not exceed 2 years at most. five Implement subsidies for work training. For small, medium-sized and micro enterprises that newly recruit people with employment difficulties, zero employment family members, college graduates within two years after leaving school, and registered unemployed people to obtain employment and go through employment registration, and organize work instead of training, the enterprise will be given 500 yuan/person per month, up to six months of vocational training subsidies according to the number of people absorbed. For small and medium-sized enterprises that are suspended due to the epidemic situation to carry out work in lieu of training, the enterprise will be given a monthly vocational training subsidy of 500 yuan/person for up to six months according to the number of workers in lieu of training, and a single enterprise will be given a maximum subsidy of 100000 yuan during the policy implementation period. The required funds shall be disbursed from the funds of the special account for vocational skill improvement actions. 6、 Strengthen credit fund support. For self-employed and small and micro enterprises that keep their existing mortgage guarantee status unchanged and commit to basically stable employment, their loans due from June 1 to December 31, 2020 are allowed to be extended, and the date of repayment of principal and interest can be extended to March 31, 2021 at most, free of penalty interest. The financial institution shall postpone the deadline and shall not refuse to handle it for any reason. The People's Bank of China Jinan Branch strengthened supervision and guidance, and gave incentives to local corporate banks to extend loans according to regulations. Strive to add 30 billion yuan of inclusive small and micro credit loans to local legal person financial institutions throughout the province in 2020. The People's Bank of China Jinan Branch will provide 40% interest free refinancing support to eligible institutions and reward them in accordance with national policies and standards. 7、 Expand the scope of chattel mortgage registration. We will expand the scope of collateral registration for self-employed businesses and small and micro enterprises, and ensure that all movable property that is mortgaged should be registered and offset. If the online procedures are complete and approved, they shall be settled immediately; For offline processing, if the submitted materials are complete and conform to the form requirements, it shall be handled on the spot. 8、 Provide low-cost entrepreneurship venues. All kinds of entrepreneurship incubation bases, university science parks, small and micro enterprise parks, etc. should arrange a certain proportion of sites to provide free space for new graduates, and local finance will give rewards and subsidies depending on the results. Open up a green channel for new graduates to start their own businesses, and relevant departments will be exempted from one-time government fees for starting enterprises. 9、 We will expand the reform of "one industry, one certificate". By the end of June 2020, we will fully implement the reform of "one industry, one license", and handle online and offline transactions in parallel to achieve "one license for business". The number of enterprise start-up links was reduced from 5 to 2, and the time for completion was reduced from 3 working days to 1 working day. The "three free" policy of seal engraving, receipt of invoices and tax control equipment, and delivery of certificates was implemented. The self-employed and small and micro enterprises are encouraged to use industrial Internet, foreign trade export platform and e-commerce platform for operation and sales, and the local finance will provide expense support. Promote the construction of e-commerce into rural demonstration counties, strengthen the guidance and training for small and micro e-commerce enterprises, and the required costs are disbursed from the funds for e-commerce into rural demonstration counties. The above measures shall be implemented as of the date of promulgation. Relevant policies and measures previously issued by the province continue to be implemented. In case of any inconsistency with this measure, this measure shall prevail. All departments at all levels should conscientiously perform their duties and do a good job of implementation. Each county (city, district) shall define and publish the complaint acceptance platform, and respond to and deal with complaints from enterprises and the masses in accordance with the principle of "handling upon receiving complaints". Disciplinary inspection and supervision organs at all levels should hold accountable those units and individuals who fail to implement the policy effectively.
