In recent years, China's service outsourcing has developed rapidly, and has become the main way to realize the export of producer services, and its position in the global value chain has been rising. With the wide application of the new generation of information technology, service outsourcing presents a new trend of digitalization, intelligence, high-end and integration. In order to implement the deployment requirements of the CPC Central Committee and the State Council on promoting high-quality trade development, and promote the transformation and upgrading of service outsourcing, the following opinions are proposed with the consent of the State Council.
1、 General requirements
（1） Guiding ideology.
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third and Fourth Plenary Sessions of the 19th Central Committee, focus on the overall requirements of promoting high-quality trade development, give full play to the important role of service outsourcing in implementing innovation driven and cultivating new business models, and accelerate the transfer of service outsourcing to high-tech, high value-added The transformation and upgrading of high quality and high efficiency will comprehensively enhance the brand influence and international competitiveness of "China Service" and "Made in China".
（2） Basic principles.
Digital leadership, innovative development. Strengthen the development and utilization of digital technology, improve innovation ability, accelerate the digital transformation of enterprises, and constantly climb to the middle and high end of the value chain.
Cross border integration and coordinated development. We will encourage service outsourcing to expand deeply into all sectors of the national economy, accelerate integration, reshape the value chain, industrial chain and service chain, and form a new industrial ecology of mutual penetration and coordinated development.
Overall promotion and comprehensive development. Service outsourcing demonstration cities and cities with the conditions to vigorously develop high-tech and high-value added business, and encourage other cities to develop service outsourcing business with local characteristics.
Internal and external linkage and coordinated development. Give full play to the technology spillover effect of offshore service outsourcing, introduce advanced technologies and models, vigorously develop onshore service outsourcing business, and enhance the competitiveness of enterprises.
（3） Development goals.
By 2025, the position of China's offshore service outsourcing as the main channel for the export of productive services will be further consolidated. The proportion of high-tech, high value-added digital businesses will continue to increase. Service outsourcing will become an important channel for China to introduce advanced technology to upgrade the level of the industrial value chain. Information technology outsourcing (ITO) enterprises and knowledge process outsourcing (KPO) Enterprises have accelerated their transformation to digital service providers, significantly enhanced their professional competence in business process outsourcing (BPO), and optimized the layout of service outsourcing demonstration cities to develop into a service outsourcing receiving and sending center with global influence and competitiveness.
By 2035, the average annual output value of service outsourcing practitioners in China will reach the world's leading level. The innovation leading role of service outsourcing demonstration cities is more prominent. Service outsourcing has become an important way of "service+" new business type and new mode supported by digital technology and led by high-end services, an important force to promote high-quality trade development and build a digital China, and a core competitive advantage to build "China Service" and "Made in China" brands.
2、 Main tasks
（1） Accelerate the process of digital transformation.
1. Support the development of IT outsourcing. The enterprise's development and application of cloud computing, basic software, integrated circuit design, blockchain and other information technologies will be included in the support scope of the national science and technology plan (special projects, funds, etc.). We will foster a number of demonstration enterprises for the integrated development of IT outsourcing and manufacturing.
2. Cultivate new models and business types. Relying on 5G technology, vigorously develop new models such as crowdsourcing, cloud outsourcing and platform subcontracting. Actively promote the innovation and integrated application of industrial Internet, cultivate a number of digital manufacturing outsourcing platforms, and develop new business types such as service-oriented manufacturing.
3. Create a digital service export cluster. Build a number of digital service export bases relying on the service trade innovation development pilot areas and national service outsourcing demonstration cities.
4. Improve the scope of statistical definition. The new business forms and new models of outsourcing using new generation information technologies such as big data, artificial intelligence, cloud computing, and the Internet of Things will be included in the service outsourcing business statistics.
（2） Promote the development of key areas.
5. Develop pharmaceutical R&D outsourcing. Except those prohibited from entry, the goods and articles imported from abroad by enterprises in the comprehensive bonded area and used for biomedical research and development in the area are exempt from submitting licenses, and the imported consumable materials are written off according to the actual research and development consumption.
6. Support design outsourcing. Build a number of national service design centers. Support various leading enterprises and scientific research institutions to open innovative design centers, improve design outsourcing capabilities, and support national industrial design centers and national industrial design institutes to carry out design service outsourcing. Implement the special action to improve the design capability of the manufacturing industry.
7. Promote service outsourcing in accounting, law and other fields. Promote the opening of accounting and legal markets in relevant countries and regions through bilateral and regional free trade agreement negotiations. Support accounting and law firms to carry out follow-up services for domestic enterprises going global, and actively study policies to support overseas development and foreign cooperation of accounting and law firms.
8. Support business operation service outsourcing. Government departments at all levels should constantly expand the field of purchasing services on the premise of ensuring security. Encourage enterprises, especially state-owned enterprises, to divest non core businesses in accordance with laws and regulations, and purchase operation services such as supply chain, call center, Internet marketing, financial backstage, and procurement.
（3） Build a global service network system.
9. Add demonstration cities in an orderly manner. We will improve the dynamic management mechanism of service outsourcing demonstration cities, and support more qualified cities in the central and western regions and northeast China to create service outsourcing demonstration cities.
10. Strengthen international market development. More overseas service outsourcing exhibitions will be included in the support scope of non-commercial overseas exhibitions. Support service outsourcing enterprises to exploit the international market by means of export credit insurance and other means. Encourage contracting to the markets of countries and regions along the "Belt and Road", and support China's technology and standards to "go global".
11. Evaluate and optimize export credit preferential measures. Evaluate the implementation effect of export credit preferential measures enjoyed by service outsourcing enterprises in service outsourcing demonstration cities to undertake international service outsourcing projects, and promote them nationwide in due time.
（4） Strengthen talent training.
12. Vigorously cultivate and introduce medium and high-end talents. Promote all provinces and cities to include high-end talents in service outsourcing into corresponding talent development plans. We will encourage qualified service outsourcing enterprises to implement equity incentives for key technicians and managers.
13. Encourage college students to find jobs and start businesses. For qualified service outsourcing enterprises that recruit college graduates for employment and carry out pre job training, or provide employment internships for college graduates, corresponding subsidies shall be given according to regulations. Support the holding of relevant innovation and entrepreneurship competitions, and give preference to awardees, teams or projects in terms of relevant policies as required.
14. Deepen the integration of industry and education. We will improve the training system for socialized service outsourcing talents, including ordinary colleges and universities, vocational colleges, social training institutions and enterprises, encourage colleges and universities to cooperate with enterprises, accelerate the construction of new engineering disciplines, and build a number of service outsourcing colleges focusing on the new generation of information technology.
（5） Cultivate and strengthen market players.
15. Innovate financial support means. According to the principle of marketization, give full play to the role of the guiding fund for the innovative development of service trade, and drive social capital to increase investment in service outsourcing industry. Support the listing and financing of qualified comprehensive service providers.
16. Reduce enterprise operating costs. Upon approval according to law, industrial enterprises that increase the plot ratio of their own industrial land and use it for their own productive services can go through relevant procedures according to the new use.
17. Actively cultivate the domestic market. Timely revise the Catalogue of Guidance for Key Development Areas of Service Outsourcing Industry, improve the support policies for key development areas, and guide local governments and enterprises to develop service outsourcing business according to local conditions.
18. Vigorously build a public service platform. Utilize the special funds for foreign economic and trade development to build a number of service outsourcing public service platforms radiating across the country. Support the development of think tanks and industry associations in the field of service outsourcing, and give full play to their positive roles in theoretical research and trade promotion. China International Service Outsourcing Trade Fair will become a boutique exhibition with international influence.
（6） Promote trade facilitation.
19. Optimize customs supervision. Gradually bring matters related to service outsourcing into the "single window" of international trade. Strengthen the credit cultivation of service outsourcing enterprises, and guide more standardized and law-abiding service outsourcing enterprises to become customs certified operator (AEO) enterprises.
20. Expand the scope of bonded supervision. On the premise of ensuring effective supervision and implementation of relevant tax policies, we will study and support the pilot bonded supervision of imported materials and parts required for service formats such as R&D, design, testing and maintenance in service outsourcing demonstration cities with "two ends out".
3、 Organization and implementation
All departments should, from a global and strategic perspective, deeply understand the significance of accelerating the transformation and upgrading of the service outsourcing industry in the new era, strengthen organizational leadership, improve the working mechanism, strictly organize the implementation, and practically implement all tasks to achieve results. All regions should further give play to their autonomy and enthusiasm, increase policy support for the service outsourcing industry, promote the transformation and upgrading of the service outsourcing industry in the region, and better serve the economic transformation and the construction of a new open economy system. The Ministry of Commerce should strengthen overall coordination, seriously study and solve new situations and problems in the development of the service outsourcing industry, innovate working methods, timely summarize experience and promote replication.
